SCS SB 6 -- MISSOURI ALTERNATIVE AND RENEWABLE ENERGY TECHNOLOGY COMMISSION SPONSOR: Klindt (Lager) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Utilities by a vote of 16 to 0. This substitute establishes the Missouri Alternative and Renewable Energy Technology Commission to collect data for the development and use of alternative energy sources; evaluate existing programs that encourage the development and use of alternative energy sources; create new programs to promote alternative energy sources; and make recommendations to the legislature on programs, developments, and uses for alternative and renewable energy. The commission members will include the directors of the departments of Agriculture, Economic Development, and Natural Resources and four members appointed by the Governor, with knowledge of alternative and renewable energy research, business, and a background in environmental stewardship. FISCAL NOTE: No impact on state funds in FY 2006, FY 2007, and FY 2008. PROPONENTS: Supporters say that Missouri must anticipate future energy needs and be ready for whatever happens. The bill establishes the Missouri Alternative and Renewable Energy Technology Commission to develop a guide to alternative and renewable energy development, production, and use.
